ARLINGTON COUNTY COMMUTER SERVICES TDM PLAN

Arlington County Commuter Services (ACCS) is the Transportation Demand Management (TDM) provider for Arlington County, Virginia. With a six-year outlook from FY2018 through FY2023, this TDM Plan (TDMP) fulfills a state requirement administered by the Virginia Department of Rail and Public Transportation (DRPT) stipulating that TDM agencies complete TDMPs every six years. All TDMPs must also be adopted by each agency’s governing board. In Arlington County, the relevant governing board is the Arlington County Board.

As noted in the state TDMP requirements, in the Commonwealth of Virginia, TDMPs serve a variety of purposes, including:

  • To improve the efficiency and effectiveness of TDMP programs and services in the Commonwealth of Virginia;
  • To serve as a management and policy document for the TDM program operators;
  • To maximize the investment of public funds and achieve the greatest possible public benefit; and
  • To provide the basis for inclusion of an operator’s operating and capital programs in planning and programming documents such as: the Six Year Improvement Program (SYIP), Statewide Transportation Improvement Program (STIP), Transportation Improvement Program (TIP) and Constrained Long Range Plan (CLRP).

In addition to completing a TDMP every six years, every year, ACCS updates its Strategic Plan in order to focus resources and energy toward providing Arlington residents, employees, businesses, and visitors with transportation information and services that support a vibrant and livable community.
