Pentagon City Multimodal Transportation Improvements

Project Description

Arlington County, in coordination with the Washington Metropolitan Area Transit Authority (Metro), is planning to implement a number of transportation improvements in Pentagon City along South Hayes Street between Army-Navy Drive and 15th Street South, particularly at the intersection of 12th Street South and at the entrance to the Pentagon City Metro station. Improvements will include:

  • Construction of escalator canopies at both the east and west side Metro station entrances (completed in summer of 2006; for more information see www.commuterpage.com/projects/pentcity_canopy.htm)
  • Restoration and opening of a pedestrian tunnel under South Hayes Street (The tunnel will connect the northeast corner of the 12th Street and South Hayes Street intersection to the mezzanine level entrance of the Pentagon City Metro station; for more information see www.commuterpage.com/projects/pentcity_tunnel.htm.)
  • Improved bus stops with new bus shelters and sidewalk improvements
  • Improved crosswalks for pedestrian safety
  • Bike parking enhancements
  • Addition of a kiss-and-ride zone
  • Streetscape enhancements and improved signage
  • Street and traffic signal improvements for better traffic circulation.

The objectives of the project are to:

  • Provide a safe, convenient, and attractive pedestrian / transit / auto environment for S. Hayes Street between Army-Navy Drive and S. 15th Street
  • Improve access to the regional transit system and regional activity centers
  • Increase the ease of transferring between modes
  • Improve traffic flow
  • Give the area a sense of place and identity

The project is important to Pentagon City and the region for several reasons.  Pentagon City is the location of the Pentagon City Metro station, one of two major transfer facilities for transit in the I-395 corridor.  The other major transit transfer facility is the Pentagon Station which is the largest intermodal transit facility in the region and located on the Pentagon Reservation not far from Pentagon City.  The Pentagon City Metro station has a strategic role in supporting transit operations in the event that Pentagon station is overloaded or closed.  Pentagon City is where the Pentagon buses go when the Pentagon Station is closed due to an event or is inaccessible because of security. 

Pentagon City houses the workforce of several federal agencies, including the Transportation Security Administration (TSA) of the Department of Homeland Security, the U.S. Marshall’s Service, and the Drug Enforcement Administration (DEA) as well as several government contractors, such as RAND, located in Pentagon City.  Pentagon City is also the location of a major regional retail center and several high density residential developments. 

Metro completed construction of the escalator canopies this summer 2006.  Arlington is completing the design work for the restoration of pedestrian tunnel and anticipates construction starting in early 2007. The pedestrian tunnel should be ready to be opened within a few months after construction begins.

In July of 2005, Metro and County staff, with input from the adjacent property owners/tenants and the neighborhood civic association, completed the development of a concept plan for improvements at the intersection of S. Hayes Street and 12th Street South.

Currently County staff is completing the necessary planning and environmental work required to execute several state and federal grants totaling $10 million that will fund the construction of these improvements.
